REDEVELOPING A FORMER PUBLIC HOUSING SITE INTO A WALKABLE, MIXED-USE NEIGHBORHOOD THROUGH A TWO-STAGE RFQ/RFP PROCESS
The Housing Authority of Covington (HAC) seeks to transform the former City Heights public housing site into a cohesive, walkable, mixed-use neighborhood. Yard & Co. crafted the RFQ/RFP to attract a qualified development firm to purchase the “as is” 76.53-acre site and reimagine it. The goal is to optimize proceeds for HAC, enhance the community, and preserve the unique character of the site.
This two-staged process, including RFQ and RFP, prioritizes developers with a track record in traditional neighborhood development and alignment with Congress for New Urbanism principles. The project aims for diverse housing options, public spaces, and improved connectivity, avoiding auto-centric development or walled-off enclaves.
Community input guided the vision, focusing on walkability and integration with existing neighborhoods. Implementation involves vetting developers, issuing RFPs, and facilitating site visits.
