Carmel Comprehensive Plan
GUIDING PRINCIPLES AND POLICIES FOR GROWTH, DEVELOPMENT, AND PRESERVATION
The City of Carmel, Indiana, engaged Yard & Company to help City staff and leadership update its comprehensive plan around growth, development, mobility and public space. The project deliverables from Yard include creative engagement amidst COVID-19 through outdoor stakeholder meetings, bike tours and a virtual series called ‘Talk of the Town’ produced and edited by Yard & Company; a City-wide audit of underlying development trends and needs; development pattern mapping; street and mobility typology setting; and streetscape concepts. The final tool, an immersive on- and off-line comprehensive plan that guided growth for 10 years, was developed in 2021-2 and adopted in 2023.
Since then, Yard has been working alongside the City and community members on two subarea plans where fostering economic growth and sense of place are high priorities.
